so as to keep the minutes from each month separate.]
President's Comments:
- 2010 CCCBA Officers - All
2009 officers have been re-nominated
except that there was a nomination for Iris Hindle to run for Sgt at
Arms and Burnie Macomber was re-nominated also. We will need to vote on
this office at the November meeting. [NOTE: Iris asked to be taken off
the nomination of this office so Burnie is the 2010 MSgt at Arms for
CCCBA.]
- Bike nights (dinner) - these
were previously the 4th Wednesday
of the month but participation has dropped over the past months so this
will be cancelled although ad hoc rides are always welcome.
- Sunday morning Rides - 3rd
Sunday of the month when we meet at
Virlie's for breakfast at 9am, then go for a ride. This has continued
to have very good participation so we will continue into the new year.
For 2010, we will need some help leading rides; Ed, Bruce, Bill, and
Bernie all volunteered to lead rides. Vinny will lead the December
ride.
- The 12-December Holiday Party
- at Betsy and Burnie Macomber's
house was a huge success; we had our meeting then commenced to eating,
drinking and socializing. Thanks to the Macombers for opening up their
home to CCCBA!
- Reported on the 12-November
CBA workshop -
Cat/Mohan/Mikey/Iris/Vinny represented Chatham CBA. During the day,
there were speakers from the NRA and professional speakers talking about
membership and legislative candidates. Later there was a banquet;
entertainment provided by <http://www.worldwidewillie.com/> Willie P.
Richardson. Cat showed membership the plaque received from the state
CBA for CCCBA's 15 yrs' anniversary. There was also an auction where
Chatham donated 2 pottery pieces with the $75 that had been approved
from CCCBA membership previously (actually, we ended up spending $65).
The auction raised well over $1500 for the State treasury.
Treasurer Reports - Jill gave
account information at all 3 meetings to
include the update that the MRF check has been sent to the MRF for the
chapter's sustaining membership. Membership accepted Jill's report at
all 3 meetings.
Secretary's Reports - Membership
accepted Cat's reports from the 3
meetings (October's had been sent out via email and the
November/December meetings were verbally reported at the
December/January meetings).
Legislative report - Vinny N
- Vin gave updates at the November
and December meetings to include Tony Rand 's resignation and the loss
of funding Governor's Safety Committee. Burnie gave the Legislative
update at the December meeting using the update emailed from Vinny to
the membership. Some national issues highlighted are: The Pennsylvania
Noise legislation, Myrtle Beach Helmet lawsuits, the HIPAA loophole fix,
Right to Repair bill. International issues highlighted are the
Japanese motorcycle export numbers and the lawsuit brought by Australian
"bikies" against pubs. I've attached the January report in case
you
did not receive it previously.
MSAP Report - Becky Whitley
- 3 high schools will be scheduled to have
MSAP classes soon; still need to get evaluations processed. Regarding
the MSAP Ride on May 8 - Becky and Debbie Glosson will head this up.
OLD BUSINESS
ASMI (Accident Scene Management)
classes - Wayne and Bernie reported
that the class was well worth the cost and effort to attend. We hope to
send more members in the future.
CBA Awareness Signs
Wayne is looking into putting
one in a neighbor's yard and continues to
look for spots to place the signs.
J&D Open House Ride - Bruce
turned in the $75 earned from the Open House
ride. He reported there were not very many riders but the weather was
not the best anyway. Mohan reported that Jimmy is thinking of changing
the date of this annual event.
Polar Bear Run, 27-February
(rain date is 6-March). 11am - Pittsboro
Council on Aging is the starting point. This is the ride to raise funds
and raise awareness for the Chatham Co. Council on Aging. Flyers are
available to distribute. Proceeds for the ride go to CoA, proceeds from
the 50/50 go to CCCBA. Becky talked to Jeannie at the center and they
will provide coffee/cocoa for registration. We could use some
cookies/coffee cake/etc. if anyone would like to volunteer to bring
something in. For lunch, Becky/Mohan will call/visit some of the Siler
City and surrounding area restaurants to see if they would like to
donate food. Becky has sent the flyer into the online Chatham Co.
Chatroom; she will also call the local newspaper about this event.
Mohan has had the flyer posted on CBA state website and Full Throttle's
Cruisin' calendar; Vinny has posted on nc.rider.com. Iris came up with
the idea that we donate $100 to the police who accompany the ride for
one of their funds. Assignments: Parking - Burnie, registration/1st
card - Jill/Iris, 50/50 - John H; Jill will be bringing our products to
sell; Bruce will lead the ride. We will ask Verlies/Ale House for gift
certificates. Burnie will get Lowes certificate for door prize. Vinny

talk to co-worker, Pernell G, and try to get him to bring his car club
out. CCCBA yard signs will be needed to post at the beginning (and
ending?) of the ride. Iris will talk to the crowd beforehand about
safety and accident scene management. Mohan has 50/50 tickets, poker
run sheets, cards. Trophies?
Central District Spoker Run
10-Apr - CCCBA is hosting the end of the
ride. Mohan has received the CoA contract rental of the Siler City
facility, $75 for rental. John H, who is in charge of soliciting door
prizes, will go to the Central District committee meeting on 16-Jan to
solicit the chapters for donations. Burnie will talk to Jimmy Winters
re tshirt donation. Vinny will donate a Lowes certificate as a door
prize. Vinny will be in charge of music. . Bruce will lead the ride/

NEW BUSINESS
Motorcycle Only Roadblocks -
Iris talked about this as it was brought up
at the October State meeting. These are roadblocks set up by law
enforcement to check for compliant helmets & intoxicated drivers. There
have been 3 of these so far in NC as far as we know. A CBA committee
has been put together to fight this (seen as discrimination); Iris is a
member of that committee. The committee is asking that if you know
someone who has been stopped, please pass on that person's name with
information on officer's name, day/time, etc. A letter will be drafted
by Randy Norris regarding this issue to be sent to legislators.
Iris Hindle - 2009 CCCBA member
of the year - Iris was presented with a
recognition certificate and a gift certificate to her favorite
restaurant. She has become very active again in the CBA in 2009 to
include activities on the state level as well as chapter level. Iris is
also now our new CBA State Membership Director as a result of her
willingness to work as a team player in this capacity and step in
quickly when the need arose.
Products for CCCBA
- cafepress.com - Vinny has
set us up with this website that
will provide people CCCBA products. There is no cost to CCCBA but the
benefit is advertisement as our logo is displayed on the products.
Mohan showed the members one of the shirts that was set up with our logo
on it and there was a positive response. There's lots of products from
which to choose. http://www.cafepress.com/ChathamCBA
- Also, please remember that
Jill still has CCCBA shirts that
need to be sold.
Miscellaneous
- Congratulations to Michael
Lackey and Jamie who are engaged to
be married in November 2010!
- Annual Franklin Co. Cruizin'
for the Critters - date tbd
The Hindles are once again inviting CCCBA members to join them for this
fundraiser for the Franklin Co. Humane Society; this will be a 150 mile
run, probably in May but will have a committed date soon. Also, there's
a golf tournament so if anyone is interested in participating, contact
the Hindles.
- The Progress Energy "Make
a Wish" Ride - June 5 - Contact
Wayne Glosson if interested. This is a police escorted ride to raise
funds for this charity.

Old Business
ASMI (Accident Scene Management) classes - Dates are still being firmed up;
Iris is also interested in this class.
New Business
CCCBA Awareness signs - Mohan read a letter from Tony Wilson from DOT regarding
2 of our signs which need to be moved. These are the signs on the corner of
Hwy64/Hwy751 near Apex and the sign on Jack Goan's
property. We have to find B1 zoned property or personal property to
put the signs out. Tony suggested we look into putting up a sign on Old No.
1 in Moncure as DOT has never exercised the Right of Way regulations there.
We have a 60 day extension and have until 30-Sept to conform; if we don't
conform, we will have to pay a penalty of $50/day. [NOTE:
Vinny has since removed the sign off of Hwy64]
Request for Fundraiser - Phillip Wilkie (1st Prez of CCCBA) called Mohan; he asked for CBA support on July 25 for a poker run to support a fire victim. Phillip is now helping out at Mojo's as the owner tries to rebuild the business and would like to stage the run out of there. Mohan suggested this might be good for PR but members declined to support.
Upcoming July CBA State Meeting - Iris will be there for both days, Vin will be there for Legislative Committee; Mohans will attend most of the meeting and Executive Council Meeting on Sunday. Mohan was requested to buy tshirts if available - 1XL 2XL, grey with pocket.
VFW in Pittsboro - Sarah Donaldson wants to fix up the building by raising $80K. 5-Mar Attendees –Mike/Cat Mohan, Michael Lackey, Burnie Jelinek, Vinny N.,
Bill/Jean Hyson, Tommy Little, Jill Lewis, Iris Hindle, Bruce Miles, Ed Devine,
Burnie Macomber, Bill Nesbitt, Roger Goodwin, Tommy Little.
5-Feb Attendees –Mike/Cat Mohan, Becky Whitley, Michael Lackey, Burnie Jelinek,
Vinny N., Bill/Jean Hyson, Tommy Little, Jill Lewis, Iris Hindle, Bruce
Miles, Roger Goodwin, Greg Moore and new member Bill Nesbitt. Also attending
were guests Robert “Shaggy” Causey (CBA Central District Coordinator), JR
Mann (former CCCBA member), and 2 friends of Burnie Jelinek.
Opening remarks – Mike Mohan
• Mohan gave an update on the State CBA meeting in January. See the meeting
minutes in the state newsletter for specifics.
• Voting on constitutional changes will be held at the State CBA meeting in
April. Mohan went through the proposed changes and CCCBA membership voted
to approve the following:
o Proposed wording on how to terminate a membership
o Delete the presidents meeting from the constitution
o Bounced check policy
• Lobby Day - Becky/Mohan went to visit 4 representatives: Representatives
Stam and Hackney, Senators Atwater and Stevens (left info as Stevens was out
of office). Cat also attended but in lieu of visiting the representatives/senators,
worked on the paperwork that was passed out to members in preparation for
their visits.
• Council on Aging Run – Due to the rainy weather, we did not do the run but
met for a while at the Pittsboro Council on Aging building. Pittsboro’s Mayor
Voller was there and signed our proclamation for May to be Motorcycle Awareness
Month in Pittsboro. Since we decided to not cook the hot dogs, CBA officers
decided to pay Becky for the hot dogs and supplies and she would donate the
food to the Council on Aging as they are victim to government cuts in their
food services. We still managed to raise $200+ for the CoA and the $77 won
by Vinny on 50/50 was donated back to the CBA. Afterwards, some of the participants
went to the Brewery in Pittsboro for lunch. CCCBA would like to thank the
state troopers who came out despite the foul weather in case they were needed
to escort the run.
• CBA Central District Spoker Run – 25-April – we will hold registration 11-12:00
at Lowes parking lot in Pittsboro and leave around 12:00 for a country ride
to The Other Place which is located outside of Burlington. Mohan and Cat rode
up there to this hang-out a few weekends ago and reported that it’s a nice
place for this event.
Central District Update – Shaggy gave a report on the EasyRiders Show in Charlotte;
5 BOD (Board of Directors) members worked the CBA booth at the show – they
distributed a lot of CBA information and received 5 new memberships. One new
member wants to start a new chapter in Iredell County (western NC) so the
BOD will be working on that. Shaggy thanked CCCBA for their support via GB
Lewis who provided tickets for the event so that the BOD members who worked
the event didn’t have to pay admission.
Secretary’s report – (Feb) Cat Mohan sent out the January minutes via email
prior to this meeting. Motion was made to accept the minutes, 2nd’ed and passed.
(Mar) Minutes for February will be combined with March minutes (this document).
Treasurer’s report – (Feb/Mar) Jill gave update of monies in CCCBA account
to include payments made for key tags, to state CBA for membership applicants
and gift baskets reimbursement to Cat. Motion was made to accept Jill’s reports,
2nd’ed and passed.

happenings and passed out his monthly outline to include:
State Issues
- ROW bill – CBA is hopeful that Dewey Hill will re-introduce the bill.
- New Helmet Law Repeal Bill – still looking for sponsorship to submit a new
‘clean’ bill. Mikey Hindle mentioned that he would like someone to go talk
to Senator Doug Berger about possibly sponsoring this bill. He believes Sen.
Berger would be receptive.

- SB 64 – new bill regarding motorcycle learner’s permit changes.
- New Myrtle Beach website regarding new rules about bike rallies (Myrtlebeachbikerinfo.com).

50cc from 30mph to 50mph.

- HB 118 – Authorizes the DMV to develop special plate for the Blue Knights.
- SB 368 – Various law changes to include directional signal requirement on
motorcycles if originally equipped by manufacturer.
- ROW (Right of Way) Bill – we are hopeful that Dewey Hill will introduce
this bill.
Federal Issues
- Tax deduction in new stimulus package – tax break for purchase of new motorcycle.
- Get the Lead Out – A Consumer Product Safety Improvement Act, effective
10-Feb-09, meant to protect children from lead laden products, has a huge
negative impact on the ATV and motorbike industry as small amounts of lead
may be embedded in alloys.
If you want more information on these topics, please contact Vinny or go out
to ncrider.com and click on Legislative Update. Vinny ended the March input
by giving information on the MRF and what they do.
MSAP – Becky Whitley
- Iris will be attending the upcoming MSAP class with Granville County CBA.

attend classes.
- Becky taught 65 students recently at Jordan Matthew HS. Will have more classes
set up soon. The kids are loving the keychains.
- The Burrito Bash and auction will be 12-May – once again, this will be held

at American Classic Motorcycle, Hwy 64 West, Asheboro; Ride leaves at 1pm.
Mohan, Cat, and Ed Devine rode to the February CBA Eastern District Swap meet
in Wilson. It was cold but a nice ride and we were happy to lend our support
to the Eastern District.
Spring Rally - The annual Carolina’s dealership bike rally has been moved

our motorcycle awareness signs. This picture and a write up about the program
were featured in the Chatham County Line Newspaper .
The MSAP schedule for the Driver’s Ed classes this summer have been scheduled

need to decide if we should have a Legislative Day for our chapter. Suspended
motion for now.
An MSAP presentation will be presented at our August meeting.
The idea of representation at the 2008 North
Carolina State Fair by CBA/ABATE on a state level was discussed. Greg Moore
noted there are thousands that come right by the existing North Carolina Highway
Safety Expo, operating by Sgt. Mark Brown, entering the fairgrounds each year.
Why not have a booth with one of our banners and possibly provide water to
those that are passing by. Mohan will contact Doc Ski and Becky will talk
to Matt Shamblin to get their input.
Jill Lewis reported on the Blood drive held on 31-May in Siler City. Flyers
were posted all over Chatham County, which helped the number of donors this
year was 25! Jill, Mohan and Lisa Goins worked hard on maintaining the success
of this worthwhile annual event for CC-CBA. The suggestion of having next
year’s Blood Drive in Pittsboro will be checked on.

1-May-08 2008 Meeting Minutes
The Scoreboard, Pittsboro NC, 7:00pm
Attendees: Jill Lewis, Greg/Jennifer Moore, Bruce Miles, Ed Devine, Iris/Mikey Hindle, Bruce Lee, Bruce Miles, Mike/Cat Mohan, Vinny N..
President’s Opening Remarks – Mike Mohan
Mohan gave some highlights from the recent Sunday Executive Council meeting and thanked the members who attended the Saturday Committee meetings representing Chatham. You can read the detailed report in the state newsletter or on the state website, but highlights include:
· The State is looking at some cost-savings options. One option is that some members would not mind or would prefer to read the State newsletter online. If you would like to do this, please let Cat know. For now, we are just gathering the number of folk who would like to do this so you would keep receiving your newsletter until further notice.
· Quigley Update – we have talked about this as a chapter in the past but it was brought up at the State meeting to go back to chapters to see if they want to donate any funds to ABATE of CA for this effort. After discussion, a motion was made to not donate as a chapter, 2’nd’ed and passed. (Vinny voted against the motion.)
· To be voted upon at the next state meeting: Increase in membership dues - renewal dues would cost the same as new membership. After discussion, Chatham supports this initiative and will vote accordingly at the State meeting in July.
· Lee Anne Redwine MSAP award information. Mohan read from criteria. Vinny has already submitted a few nominations.
Constitution changes to be voted upon at the
July State meeting:
Article V, Section 8 currently reads: “20% of the net profit made on any non-charitable
event conducted by a chapter or district shall be assessed by the State Treasury.”
Proposal is to add the following after the preceding sentence: “Each chapter
shall have at least one event of this type each year.” After discussion, CCCBA
decided to vote 3 yes, 2 no (each chapter has 5 votes).
Mohan read the changes that passed (see state meeting minutes)
State event will be 29-31 August (Labor Day weekend) – noon Friday to noon
Sunday, Ole Gilliam Mill, Sanford NC; this will be an informal gathering of
CBA members but also open to the public; $10 donation per person.
Secretary’s report – Cat Mohan . April meeting minutes were emailed to membership
at an earlier date. Motion was made to accept minutes; 2nd’ed and passed.
Treasurer’s report – Jill Lewis. Jill gave an update on CCCBA treasury; motion was made to accept Jill’s banking info; 2nd’ed and passed.
MSAP Report – Vinny N. for Becky Whitley
PTA carnival – Becky, Vin, and Burnie went
to talk to people at the carnival about CBA. Vinny made a request about purchasing
a banner to advertise CCBA and the MSAP program so we’d have it available
at events such as this. The chapter asked Vinny to look into cost.
Becky attended the driver’s Education seminar in High Point.
Burrito Bash – 11-Aug - to take place at the Pittsboro General Store to benefit
CARE (Chatham Animal Rescue) and Chatham Co. CBA. CARE has already collected
items for auction; we need to also get some donations together as these items
will be combined.
Over 1700 students trained from CCCBA’s MSAP program
Legislative Report – Vinny N.
State Lobby Day – Vinny needs confirmation
by 15-May if participants want him to contact the appropriate legislators
to set up an appointment to meet. Reminder: CCCBA will buy lunch for members
who show up for Lobby Day.
CBA Central District – voted to give $500 to Doc Ski to help with Lobby Day
expenses.
Learners permit bill – Vinny requested the members to write their reps
Action alert – Safety Center at UNC; need members to send communication to
their senators asking them to support the “Motorcycle Safety Center” proposed
by Senate Bill 1121 which would support the development and evaluation of
a ‘crash-prevention’ approach to motorcycle safety.
Mary Peter’s issue –Both Democrats and Republicans seem to not embrace her
ideas regarding helmet laws but the MRF is still watching her.
Senator Frank Lautenberg maybe on the way out; he has been the number one
helmet law advocate; Democrat (NJ) Rep. Robert Andrews has announced his bid
for that Senate seat and has vowed to vote against any mandatory helmet legislation.
OLD BUSINESS
CBA Central District Spoker Run – 26 April; CCCBA sold 16 hands, Central District raised over $800, gave away $500 for grand prize. CCCBA is looking at possibly hosting next year’s run. Might use the Siler City Council on Aging facility.
Blood drive – 31-May - Flyers will be sent to Jill Lewis. She can use some help in getting the flyers put up around the county. Please call Jill if you can help.
Highland Games – 11-13 July – the ride to this event is on track. Mikey is working on the route.
NEW BUSINESS
Full Throtle Ads and Articles – There was discussion around whether to put CBA events and articles in Full Throtle magazine in light of negative remarks towards CBA in recent publications. Mohan asked that members bring anything before the chapter for approval before submitting to that magazine.
Miscellaneous
Future Fun Runs to Siler City for dinner at
the Sonic Drive-In – 13-June & 18-July – Vinny will be sending out information.
Raleigh CBA is hosting a ride at the Angier BikeFest on 7-June. They have
asked for help with this endeavor. If interested in helping, contact the Mohans.

in management. They will be changing the menu and repainting the facility.

month.

Deacon talked about their latest helmet pitch which is “no list, no law” – i.e., they want a list of helmets that are acceptable. A new tool used in CA for fighting helmets is spotlighting the Made in China label using the ‘financing a communist country’ argument.
